Is this mirror rust resistant?

The support metallic holders are chrome finish. Chrome does not rust nor oxidise the way steel does. When the chrome plating gets pitted, then the air will reach the underlying steel, which will rust. Not the chrome.

What is the difference between the zone chrome and tiara chrome tilting mirrors?

The Zone Chrome looks more metallic and extreme simplicity. The tiara chrome features more polished metal surface with traditional style design.
