Yes, the cord can be adjustable. The shortest hanging height is 18.75 Inches.

Can it change from E26 socket to E27 socket and can it be matched with 220V ?

This item was designed to be used with 110 - 120 volt wiring in countries compatible with specified voltage. To make this item compatible with 220 volt wiring in many different countries. A 220 volt light bulb with the light bulb base stated in the listing will be required. Please consult your electrician to see if this meets your local building requirements.

How long is the down rod or the cord? What is the length from the ceiling? Is this type of bulb enough for a bathroom (using two)?

This fixture is cord hanging type and the cord lenght is 96 inches. This fixture is Interior Dry rated which isn't recommended to be used in moisture locations.
