Does the width relate to the base or the shade? If the pendant is adjustable, what is the max and minimum heights?  Why is there only one height spec'ed?

The width does relate to the widest part of the glass shade.   The height (70") refers to the total length of the adjustable cord.  The length can be shortened by the electrician installing so that the adjustable range you want is customized.  Regardless of the length, it is still adjustable, it just affects adjustable to where.  We shortened the length by about 40" as I was using them as pendants over an island and didn't want the shades hanging in my face.  There is approx. 8" of cord from ceiling to weight, about 6" from cord to pulley, and then 24" from pulley to shade - resulting in it hanging about even with the top of my head.  I can pull the shade down to hang lower if I choose.  Left unadjusted, the shade hung even with my chin so all I saw was shade.    Does that help?
