How are the grommets attached in the back?

The specs. say this drape has a rod pocket, BUT the description says both a 3 inch rod pocket AND 8 grommets.Which is it? A rod pocket or a grommet hanging drape? Also, if it is a rod pocket, does it have the tabs in the back to hang with hooks or rings?
It has 3"-inch pole pocket with hook belt and back tabs.
