Is this preassembled?

No, there is some assembly involved, but it's quite easy. It's a beautiful table, and I absolutely love it, but please note that it is just a bit wobbly. I think it's the nature of the design, but I thought I'd mention it, since you may think it's something you did wrong in assembling it.
