Is there a way to adjust how long the light stays on. It stays on for about 30 seconds and that is it. So when we walk back and forth our neighbors get a flashing light in their windows...

Is there a switch to keep it on so it won't go off when we are sitting on deck and not moving?

No, it doesn't have a switch to pause the motion sensor, the other option would be to buy a similar light without the motion sensor option. Please check the Bellacor Number: 393607 for a similar fixture.
