Hi Bee, The Planar Large LED Pendant (139720) is offered in three different Overall Height (measured from ceiling to the bottom-most point of the fixture) configurations: -Short: Adjustable from 28.2" to 38.2" -Standard: Adjustable from 38.0" to 50.9" -Long: Adjustable from 49.7" to 62.4" The configuration as shown on Bellacor.com is for the Standard Overall Height option which does have a minimum Overall Height of 38.0". Please contact Bellacor's customer service for details on ordering the Short Overall Height configuration specifically.

How many bulbs, how many total lumens?  I am thinking of this over a kitchen island and need lots of downlight.

It is technically not a bulb. It just an integrated 28 watt LED that runs through the fixture. It comes with 3600 Lumens.
