The actual fixture is 24" x 16"? Not including the chain, right?

Yes -- the chain is long enough to adjust to the height you need. This light fixture is absolutely fabulous -- have it hanging over my breakfast table and it gives great overall lighting. We have it on a dimmer to be able to adjust the lighting as needed.
