I am confused by the size listing for this pendent. It says 42" high? Is that the height from the ceiling do the pendent lights, or is 42" the size of the 2 rectangular pieces of this light?

The correct dimension of the fixture alone is 7.88-inch H x 5.63-inch W x 5.63-inch D. This One-Light LED Mini Pendant comes supplied with two (2) 6-inch, one (1) 10-inch & two (2) 12-inch length adjustable down rod. Minimum height: 21.75-inch. Maximum height: 46-inch. Ceiling Plate Diameter: 5.6-inch.

Can I hang it by the wire and not use the included rods so that it can be hung on an angled ceiling?

There is no recommendation from the manufacturer to hang this pendant using the wire. Usually, double-hangers like this can never go on sloped ceilings.

Can the bulb be replaced when it doesn't work anymore?

The LED modules are not replaceable. And the bulbs are mentioned should last 30,000 hours.
