Yes, this cord can be cut and hardwired to the wall behind the wall plate. This should be done by a licensed electrician.

I am confused by your definition of measurements. Is the depth 10"?

Thanks for reaching out to us. The 10 Inch is the diameter of the light itself. From the wall, including the circular mount, to the outer most rim of the light is 16 Inch.
