How to change the light bulb

The LEDs are integrated into the fixture, so there is no way to change the bulb. If a head goes out, a new fixture is needed.

Can this fixture be turned on and off with a switch?

Yes, if wired to a wall switch.  There is not a switch on the fixture, though.

Will the base fit over a outside mounted box of about four inches square and be water tight?

This unit requires being hardwired but does not need to be mounted to a junction box. The diameter of the base measures 4” inch. This Exterior wet-rated fixture can be used in wet locations, both indoors and outdoors. A wet location is an interior or exterior location in which water or other liquids may drip, splash or flow on or against the electrical components of a lighting fixture or ceiling fan.
