can this item be flush mounted to ceiling?

No, the closest you could get would be a semi-flush mount. The curved arms arch above the the center tubing; these would come in contact with the ceiling first, and prevent a flush mount. You would have to keep one or two links of chain to clear this which would result in a semi-flush type of mount.
