Are the glass shades closed at the top or open to the bulb?
They are closed. They look like a glass that is turned upside down. They are held in place with small screws.

This Eden Weathervane Outdoor Chandelier does not comes in smaller sizes.

Can you remove the glass shades from this fixture and use without them?
The glass shades are removable, however, there isn't any recommendation from the Manufacture to use the Chandelier without the shades.
